Nearly 20 years ago in November 1995, the Information Office of the State Council of the People’s Republic of China issued the first defense-related white paper on “Arms Control and Disarmament.” In 1998, the first “defense white paper” was issued, called simply “China’s National Defense.” Subsequently, roughly every two years a new defense-related white paper has been issued.
